07-15-09 Stage 4 Mandatory Compliance Water Conservation Declared

The Governing Body of the City of Española held an emergency meeting on June 15, 2009, at 12:00 noon at City Hall, and declared a Stage 4 –Mandatory Compliance- Water Conservation measure. This measure prohibits the use of potable municipal water for outdoor irrigation, washing of automobiles, washing of parking lots, refilling of swimming pools, spas and ponds, and use of water for construction purposes. It also restricts the amount of potable water for commercial Laundromats and Car Washes. These businesses will be required to reduce their water usage by twenty-seven percent (27%).

City staff members are available to meet with business owners to discuss questions they may have regarding these restrictions.

The City was forced to enact the stage 4 water conservation measure after a primary water tank experienced a major leak on July 13. Tank #2, a one million gallon tank, is located on Industrial Park Road. Well #2, which produces the largest portion of the city’s water, feeds directly into the tank and had to be taken offline.

City Manager Veronica Albin, Public Works Director Ben Ortega and Water Services Director Marvin Martinez have developed a plan to install a water line which will reroute water from Well #2 into the city’s water system, putting the well back in service and decreasing the amount of time the Stage 4 measure will be in effect, possibly to as little as two weeks.
